The European Union as a Global Actor
When trade, global warming, human rights, local conflicts, or indeed most of the major
global issues are addressed in the news, it is likely that the European Union will be
involved. It is not a state, yet in some of its roles it rivals the United States. This poses a
problem for international relations theory, which is more accustomed to dealing with
sovereign state actors.

the British International Studies Association Environment Group. He is the author of
numerous publications on the environment in world politics and international cooperation
